Well, even though the Engrish sounds goofy, it’s actually pretty accurate.
Back in the day, dogs mainly lived outside (and were pretty annoying), so while adults would just pass by, little kids would throw rocks at them. (Also, I think “baekgoo” means white dog?) Anyway, the translation pretty much reads: “Even if the dogs bark as you pass by, instead of throwing stones, give them a smile.”
Still sounds awkward out of context.
Could be worse, though. Some of the neighborhood kids may have necklaces made of dog tails.
I believe the sign refers to the dog living at that residence, “Baekgoo” being its name. Hey, Baekgoo, I’ll toss you a grin! No? Maybe a tooth or too…

He was just curious and wanted to see the outside over the wall(high enough. though he was living upstairs).
Baekgu jumped, jumped, and jumped.
People was passing by, got scared and threw pebbles at him.
Nobody knew why the dog was jumping.
